The City of Kilgore's Permits page lists a Residential Accessory Building Permit, with its own procedure document and application, apart from its Residential Building Permit. Whether a patio cover is treated as an accessory building is not something the page says.

It does not define "accessory building" and does not mention patio covers.

None of these city pages mentions patio covers, so what follows is our inference, not a rule: a city that gives accessory buildings their own entry may sort a backyard structure differently from one that does not, so the same project may follow a different page in Kilgore than in Longview. Longview's Unified Development Code page also lists accessory buildings as a topic, and states no requirement.
